She was taking a medication for a legit medical condition and she had a Dr's note. Firstly, you can't know every single medication that may or may not be banned by the USADA although if you are taking a bunch of meds and stuff you may want to mention it just in case but still you can't blame a fighter for not knowing what is currently banned because the list is constantly changing and they are adding and subtracting substances off there all the time.
