If not, then those options won't show up. To turn him into a PA, here is what you need to do. First, click the Golden Star icon on the right hand side of the screen http://i.gyazo.com/1935b1d113cfd638b13c9ffc7b2e39e4.png Next, you have to click the Retire Fighter option http://i.gyazo.com/7627c25fc6c410989a1219c152ca61dd.png and finally, just scroll down to the bottom of the page, where it will list the fighters who are retired on your roster, click the drop down list and select PA, and then just click Submit http://i.gyazo.com/c4a45fe1a70e13ae18d583828a1714dc.png Hopefully that clears it up for you.
